Admins for divisions and departments

When someone has an admin permission for a division, department or sales category, it gives them 2 privileges:

1)  Visibility of Deals

If you are granted a permission for say a division, you can see all the deals (including confidential) that include a tag for that division.

2)  Add other admins

Any admin can add other admins to their division, department or sales category by just entering their name in the settings.
